Teamsters Local 147 based in Des Moines grew out of several smaller Iowa locals, including Local 388 representing Ottumwa area workers. In 1978 Local 147 replaced AFSCME Local 1404 as the bargaining agent for Ottumwa city clerical employees, park and sewage workers, and police officers.
